Although a handful of factory workers and farmers are member of the higher Party bodies, they are so overwhelmingly outnumbered by Party, government, military, and intellectual figures that they play no role in these bodies whatsoever. The elite class and its bastions of power are very far from ordinary people and oblivious to their vital needs. Compared to other major societies, in fact, it fits Marx’s definition of a ruling class more closely than any social or economic stratum or any surviving remnant of monarchy.
